Excavation in Abbotsford
Farmland, Sumas Mountain and the Xchange business park. Abbotsford regulates soil movement closely — here are the rules that matter on site.

Local rules that affect excavation
Checked October 2026. Each point below links to Abbotsford’s own bylaw or web page. Bylaws change, so confirm with Abbotsford before work starts. General information, not legal advice.
Soil removal and deposit
- Soil Removal and Deposit Bylaw No. 1228-2003: no soil may be removed from any land until the City issues a permit. The bylaw sets no minimum volume, and removal on Sumas Mountain is not permitted below 170 m elevation. Source: Bylaw No. 1228-2003
Erosion and sediment control
- ESC Bylaw No. 1989-2010: development with a developable area of 2,000 m² or more needs an ESC plan, an appointed ESC supervisor and a permit before work starts. Smaller sites must still use best practices, and the bylaw sets a 25 NTU discharge limit (up to 100 NTU for 24 hours after heavy rain). Source: Bylaw No. 1989-2010
Tree protection
- Tree Management Bylaw No. 3600-2025 took effect March 1, 2026: a permit is needed for trees over 20 cm in diameter (measured 1.4 m above ground) or in a tree retention area, outside the ALR. Retained trees must be protected, with no excavation in critical root zones. Source: City of Abbotsford: Tree permits
Streams
- In the Natural Environment Development Permit area, no site clearing, regrading or other land disturbance is permitted until a permit is issued. Source: City of Abbotsford: NEDP
- The Streamside Protection Bylaw sets streamside protection areas of 5 m to 30 m, depending on the stream. Source: Bylaw No. 1465-2005
Provincial and federal rules apply too
Municipal bylaws sit on top of provincial and federal rules: BC 1 Call locates and WorkSafeBC requirements on every dig, the Agricultural Land Commission for fill in the ALR, soil relocation notifications for some commercial and industrial sites, and the Water Sustainability Act and Fisheries Act near streams. Our Excavation permits checklist for BC projects links each one to its source.
